About Population Center
From evidence to action for Pakistan's population and development future.
Population Center is an institution generating evidence, strengthening decisions, and supporting action on population, health and development.
Who We Are
The Population Center was established by the Population Council to advance evidence-informed responses to population, Health and development challenges in Pakistan and internationally.
We combine research, policy analysis, data analytics, program design, evaluation, communication and institutional strengthening to help decision-makers understand changing population dynamics and translate evidence into practical action.
Our work spans population and demographic change, sexual and reproductive health, maternal and child health, adolescents and gender, health systems, climate and resilience, and broader social development.
Across these areas, we place particular emphasis on equity, underserved populations, and strengthening the use of evidence in policies, programs and public systems.
What Defines Us
Working with governments, institutions, communities and partners to address complex population and development challenges.
Research, data and analysis are at the core of how we understand challenges and opportunities.
We work closely with governments, institutions and partners to strengthen evidence-informed decision-making.
We help translate evidence into policies, programs, systems and communication that can make a practical difference.
Our Perspective
Evidence matters most when it is understood, used and translated into action.
Institutional Foundation
Population Center was established to provide an institutional platform for generating, communicating and applying evidence on population and development challenges.
Legal Foundation
Population Center was established in Pakistan as a public limited company under the Companies Act, 2017, with its resources applied toward advancing its institutional objectives on a not-for-profit basis.
Core Objective
Its institutional objectives emphasize research and communication to generate and use evidence on the implications of population change for people's lives, development prospects and the balance between population and resources.
Public Purpose
Population Center also supports technical and communication approaches that help translate evidence into informed public dialogue, institutional responses and development action.
Our Purpose
Population and development challenges are interconnected. Our purpose is to help make those connections visible, understandable and actionable through evidence, insight and collaboration.
Understand
Generate rigorous evidence on population, health and development challenges, and identify the forces shaping people, communities and systems.
Interpret
Turn complex data into meaningful insight that helps decision-makers understand choices, set priorities and design more effective responses.
Act
Work with institutions, partners and communities to translate evidence into practical approaches, stronger systems and sustainable solutions.
Why it matters
Better evidence creates the possibility of better choices. Better choices create the possibility of better outcomes.
From Evidence to Action
Our approach connects research, interpretation, communication and action so that evidence does not stop at analysis, but becomes part of better decisions and stronger responses.
Produce rigorous research, analysis and learning that deepen understanding of population, health and development challenges.
Transform complex data into clear insights, visualizations and narratives that decision-makers can understand and use.
Translate evidence into compelling communication that builds understanding, strengthens dialogue and supports informed choices.
Support the use of evidence in policies, programs, systems and investments that can improve outcomes for people and communities.
The outcome
Evidence becomes more valuable when it is translated into understanding, decisions and action.
What We Bring
Our work brings together research, policy, programs, data, communication and institutional strengthening so that evidence can be used across the full pathway from understanding a problem to shaping a response.
Design and conduct rigorous research that helps explain population, health and development challenges and the factors shaping them.
Translate evidence into analysis, options and practical insights that can strengthen policy choices, planning and investment decisions.
Support the design, testing and evaluation of programs so that promising approaches can be refined, strengthened and scaled.
Use data science, analytics and visualization to make complex evidence easier to explore, interpret and apply.
Shape evidence into accessible narratives and communication that support dialogue, understanding and informed action.
Work with institutions and teams to strengthen skills, systems and approaches for generating and using evidence over time.
These capabilities are designed to work together rather than in isolation, allowing Population Center to respond to complex challenges from multiple angles.
Explore how we workWhere We Work
Population and development challenges look different across places and communities. Our work is designed to operate at multiple levels — from local realities to broader policy, institutional and regional priorities.
Our Reach
We bring together perspectives from research, institutions, communities and decision-makers so that knowledge generated in one setting can inform stronger responses elsewhere.
Context matters. So does learning across contexts.
Support country-level priorities through evidence, policy analysis, strategic communication and technical engagement.
Work with provincial, regional and local institutions to understand variation, target responses and strengthen implementation.
Engage with communities and frontline systems to ensure that evidence reflects lived realities and practical needs.
Contribute to wider learning, collaboration and knowledge exchange on population, health and development challenges.
Context
Understanding how needs and opportunities differ across places.
Connection
Linking evidence across communities, institutions and systems.
Learning
Applying lessons across settings while respecting local realities.
Our Roots
Population Center draws on a long tradition of research, policy engagement and programmatic work associated with Population Council's experience in Pakistan, while establishing a distinct institutional platform for the future.
Experience That Matters
The experience informing Population Center includes decades of work in research, policy dialogue, program design, evaluation, capacity strengthening and evidence-based decision support.
The institutional identity is new. The commitment to rigorous evidence, collaboration and public purpose is deeply rooted.
Since 1957
Population and development research in Pakistan has been shaped by decades of work associated with Population Council, including operations research, policy engagement and technical collaboration.
1991 onward
A permanent institutional presence in Islamabad supported long-term engagement with governments, researchers, service providers and development partners across the country.
Across decades
This body of work helped advance understanding of reproductive health, family planning, demographic change, service delivery, gender, adolescents and broader population and development priorities.
Today
Population Center draws on this accumulated experience while building a distinct institutional platform for the next generation of population, health and development challenges.
Looking Forward
Population Center is positioned to carry forward accumulated institutional knowledge while expanding how evidence, data, technology, communication and partnerships are used to address emerging population and development challenges.
